📋 Description

• Serve as the primary point of contact between the contractor team and USDA's Product Owner • Facilitate sprint planning, daily standups, sprint reviews, and retrospectives • Manage and supervise all contractor personnel on the project • Remove blockers and ensure the team can deliver working software iteratively • Track team velocity and help maintain a healthy, prioritized product backlog • Communicate project status, risks, and issues clearly to USDA stakeholders • Ensure the team adheres to core working hours of 10:00 a.m. to 4:00 p.m. Eastern Time • Coordinate travel requests with the Contracting Officer's Representative prior to booking • Support onboarding and offboarding of contractor personnel per USDA separation requirements

🎯 Requirements

• Ability to obtain a Public Trust • Background as a Scrum Master, product manager, or agile coach • Strong communication and stakeholder management skills • Experience working on federal government IT projects • Ability to manage cross-functional teams in a fast-paced, iterative environment • Familiarity with agile tools such as Jira, Azure DevOps, or similar • Bachelor's degree in Business Administration, Information Technology, Project Management, or a related field required • Minimum of 6 years of experience in project or program management • At least 3 years serving as a Scrum Master, agile coach, or product manager on software development projects • Experience managing contractor teams on federal government IT contracts • Demonstrated ability to facilitate agile ceremonies and coach teams on agile best practices • Experience working directly with government Product Owners and Contracting Officer's Representatives • Certified Scrum Master (CSM), SAFe Scrum Master, or PMI Agile Certified Practitioner (PMI-ACP) strongly preferred • Project Management Professional (PMP) is a plus
