📋 Description

• Lead the AFCAP VI Program Management Office, including the Alternate Program Manager, primary and secondary 24-hour contacts, contracts managers, deployment managers and security manager • Own and maintain the AFCAP Management Plan covering staffing, quick response, quality control, procurement, subcontract management, safety, security, property control, mission-essential services and combating trafficking in persons • Serve in the 24/7 on-call rotation and respond within one hour of the Contracting Officer’s call with authority to commit KVG funds and resources • Direct task order capture, including Fair Opportunity Proposal Requests, urgent binding proposals within 24 hours, and task-order management, quality control and mission-essential plans • Put KVG on site within 24 hours for CONUS or 48 hours for OCONUS urgent taskings • Respond to classified taskings in person at the AFCEC vault at Tyndall AFB or by secure video teleconference within two hours • Manage simultaneous task orders in dispersed locations, including schedule, cost, quality, subcontractor performance, Government property and reporting • Supervise the Site Manager and Alternate Site Manager on every task order • Oversee deployment readiness for prime and subcontractor personnel, including Tyndall AFB processing, SPOT letters of authorization, medical and immunization standards, pre-deployment training and CAAF obligations • Manage firm-fixed-price, fixed-price-incentive and cost-reimbursable task orders, including draft-invoice pre-approval on cost-type work • Complete the Government’s AFCAP contractor training after award • Sign a letter of intent before proposal submission on 1 December 2026; employment begins at contract award, currently expected in late 2027, with a minimum 12-month commitment

🎯 Requirements

• U.S. citizen • Current, active SECRET clearance; clearance eligibility, an expired clearance or a clearance in process does not meet this requirement • Five years of program management experience within the last seven years • Demonstrated expertise in government appropriations • Demonstrated expertise in Air Force Mission Support functions, specifically Engineering and Force Support, or equivalent large-scale DoW/DoD installation services and base operations support • Demonstrated expertise in construction, services and commodities • Demonstrated expertise in government acquisitions • Experience managing multiple task orders greater than $2 million each simultaneously in geographically dispersed locations, or equivalent deployment experience • Willingness to sign a letter of intent committing to the role on award and serve for at least 12 months • Ability to deploy CONUS and OCONUS and meet DoW contractor deployment standards, including medical and dental screening, immunizations and pre-deployment training • Preferred: Experience on AFCAP, LOGCAP, WEXMAC, Navy base operating support or a similar contingency IDIQ • Preferred: Experience managing cost-reimbursable task orders (CPFF, CPIF) and DCAA-compliant cost reporting • Preferred: PMP or equivalent • Preferred: Bachelor's degree in engineering, construction management, logistics, business or a related field • Preferred: Operating experience in CENTCOM, INDOPACOM, EUCOM/AFRICOM or SOUTHCOM • Application requires a resume with month and year for each position • Application requires a summary of Government contracts and task orders managed in the last seven years • Application requires confirmation that the SECRET clearance is current and active
