• Lead assigned capture efforts from early opportunity identification and qualification through proposal submission, award, and transition • Develop and execute capture plans covering customer engagement, competitive assessment, win strategy, teaming, solution development, pricing strategy, and positioning • Translate customer mission requirements, acquisition priorities, and competitive intelligence into differentiated win strategies and value propositions • Lead opportunity qualification and gate reviews and make bid/no-bid recommendations to growth and executive leadership • Maintain capture schedules, action plans, call plans, competitive assessments, and other capture artifacts • Coordinate with proposal leadership through proposal development and submission • Maintain the CRM/pipeline tool for information sharing and capture updates • Develop and maintain relationships with government customers, industry partners, incumbent contractors, and stakeholders • Provide insight into agency missions, budgets, acquisition strategies, procurement trends, incumbents, competitors, and emerging requirements • Identify and shape opportunities before formal solicitation and develop customer engagement strategies • Identify adjacent opportunities for transferring Lynker capabilities and past performance into new customers and mission environments • Represent Lynker at industry events, customer engagements, conferences, and market-development activities • Identify, assess, and qualify opportunities aligned with strategic growth priorities • Develop a qualified pipeline with probability-of-win assessments, acquisition timelines, competitive intelligence, and next actions • Support annual and multi-year market planning by identifying acquisition trends, recompetes, new programs, and white-space opportunities • Identify and develop strategic teaming partners and appropriate teaming strategies • Conduct competitive assessments of incumbents and likely bidders • Support positioning on GWACs, BPAs, IDIQs, OTAs, and other contract vehicles • Partner with the CGO, Business Unit Leaders, Proposal Team, technical SMEs, and executive leadership • Engage technical and operational personnel to develop credible, differentiated solutions • Participate in structured capture reviews and improve business development and capture processes • Report on capture status, customer intelligence, competitive positioning, risks, next actions, and probability of win • Success measured through qualified pipeline development, customer access, pre-solicitation shaping, capture milestones, improved competitive positioning, teaming relationships, contract wins, and expansion into new agencies and mission areas
• 7+ years of progressively responsible Federal business development, capture management, account management, or related experience, including substantial direct responsibility for competitive captures • Demonstrated success leading or materially contributing to the capture and award of Federal contracts in the $30-100M+ range • Established customer, industry, and partner relationships and strong market knowledge within at least one priority Federal market: DoD/DoW, DHS, DOE, DOI, FAA, or aligned Federal markets • Ability to develop actionable customer and competitive intelligence • Experience shaping opportunities prior to solicitation release • Strong understanding of Federal acquisition processes, including FAR/DFARS environments, OTAs, competitive procurements, IDIQs, GWACs, BPAs, and task-order competitions • Experience developing capture plans, win strategies, competitive assessments, customer engagement plans, teaming strategies, and value propositions • Ability to lead cross-functional teams without direct organizational authority • Strong written, verbal, interpersonal, and executive communication skills • Ability to operate independently while maintaining disciplined coordination with corporate growth and operational leadership • Bachelor’s degree or equivalent combination of education and relevant experience • Established relationships and demonstrated market knowledge across two or more priority expansion markets preferred as ideal qualification • Experience capturing science, engineering, environmental, data, AI/ML, cloud/HPC, cybersecurity, software development, or mission-critical IT programs • Experience within a growing small or mid-tier Federal contractor where capture managers personally execute capture activities • Experience converting customer relationships and market intelligence into qualified opportunities and contract awards • Experience developing new agency accounts or expanding beyond a traditional customer base • Shipley capture training, Certified Capture Manager/Professional credentials, or equivalent formal capture methodology experience • Experience with Technomile CRM, MS SharePoint, and GOVWIN IQ • Must be eligible to work in the USA, as indicated by “USA Only” and the U.S. Federal contracting context • Lynker is an E-Verify employer
