• Support state Medicaid agencies, other state agencies, and healthcare industry clients on program strategy, design, development, and implementation • Lead Medicaid and state program policy strategy development and develop innovative solutions • Analyze complex legislation, regulations, and federal guidance • Help states obtain federal authorities, including waivers, state plan amendments, federal grants, and demonstrations • Develop state policy documents and program materials • Review regulatory requirements and assess implications for client programs • Research leading-practice program approaches and evaluate trade-offs • Prepare client reports and engaging presentation materials • Communicate results, policy options, and considerations verbally and in writing • Facilitate client discussions and lead stakeholder engagement activities • Build rapport and trust with state clients and serve as a responsive point of contact • Manage projects and track completion and success • Support business development strategy and activities • Develop thought leadership pieces and policy summaries • Maintain Medicaid policy subject-matter expertise and monitor regulatory trends • Lead and mentor team members • Ensure quality control processes and procedures are followed
• 7+ years’ experience in state Medicaid agency, CMS, similar consulting, or related state health and human services programs • Experience leading and managing complex Medicaid policy projects • Regulatory, policy, or program administration experience in one or more of: Medicaid managed care; Medicaid financing policy; long term services and supports; healthcare quality measurement and improvement; value-based payment and healthcare delivery transformation; safety net delivery systems • Juris Doctor (JD) degree • Bachelor’s Degree in Public Policy, Public Affairs, Public Health, or related area of study • Excellent strategic thinking skills • Superior problem-solving capabilities and learning agility • Strong written and oral communication skills • Extensive experience with Microsoft PowerPoint and Word • Strong organization skills to manage multiple projects • Experience managing teams • Legally authorized to work in the United States without immigration support or sponsorship now or in the future
