📋 Description

• Build and maintain the program's database-first GIS backbone for the 150-plus site NEXRAD network • Generate per-site analysis layers, map products, and dashboard content from a single authoritative data structure • Develop and maintain Esri-based or open-source GIS dashboards visualizing incumbents, conflict indicators, 300 km analysis extents, site viability status, and obstruction environments • Integrate and normalize USGS 3DEP terrain, FAA facility and obstruction, FCC licensing, imagery, building/clutter, and parcel datasets • Produce georeferenced obstruction inventories and line-of-sight/beam-blockage support layers from NEXRAD locations • Establish and apply consistent horizontal and vertical datums, coordinate systems, geoid models, and metadata standards • Ingest field reconnaissance data, including georeferenced photography, field notes, and survey geometry, into the GIS dashboard • Keep site records current as surveys, frequency measurements, and alternate-siting results are completed • Generate standardized, template-driven map and report exports for the NEXRAD Site and Spectrum Baseline Report and per-site reuse viability reports • Handle spectrum and site geospatial data in accordance with Controlled Unclassified Information (CUI) requirements • Support a federal client operating a nationwide network of weather radar facilities and a spectrum relocation analysis program

🎯 Requirements

• US Citizenship • Bachelor's degree in Geography, GIS, Geospatial Science, Earth/Environmental Science, or a related field (equivalent experience considered in lieu of degree) • 3+ years of hands-on GIS experience, including data integration, spatial analysis, and cartographic production • Proficiency with Esri ArcGIS Pro and ArcGIS Online/Enterprise, and/or open-source GIS tools such as QGIS and PostGIS • Experience building and maintaining spatial databases • Experience generating repeatable, template-driven map and report products • Working knowledge of coordinate systems, datums, geoid models, and geospatial metadata standards • Excellent attention to detail and ability to document data sources, methods, accuracy, and confidence classifications • Working knowledge of Controlled Unclassified Information (CUI) handling requirements • Ability to travel occasionally (minimal) to support program activities as needed • Experience developing Esri ArcGIS and open-source GIS dashboards, Web Apps, or Experience Builder applications and QGIS (preferred) • Experience working with FAA, FCC, USGS 3DEP, or other authoritative federal geospatial datasets (preferred) • Prior experience supporting a federal agency with mission-critical infrastructure or geospatial programs (preferred) • Experience with GIS/geospatial data platforms, including open-source and Esri (preferred) • Familiarity with Section 508 accessibility considerations for maps and geospatial products (preferred) • Familiarity with radar systems, telecommunications, or spectrum management concepts (preferred) • Familiarity with terrain-informed line-of-sight, viewshed, or radar beam-blockage analysis (preferred)
