📋 Description

• Manage a team of subcontracts professionals responsible for establishing, maintaining, and monitoring supplier agreements of varying risk and complexity • Support the selection, development, and management of strategic and preferred suppliers to meet program cost and performance goals across four operating units • Manage team assignments, workloads, staffing levels, performance reviews, and continuous improvement efforts • Conduct strategic sourcing and establish supplier long-term agreements • Support contract change management, performance management, and sole-source/critical-supplier management • Negotiate pricing using cost/price and best-value analysis • Negotiate contract terms and conditions covering financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination, indemnification, and other risks • Ensure customer-contract provisions and risks are properly flowed down to supplier contracts • Establish and maintain formal supplier agreements and purchase orders • Incorporate customer or internal changes into contracts or purchase orders and manage customer requirements and schedules • Track cost savings and cost avoidance • Support subcontract administrators in establishing billing and payment terms, including milestones • Facilitate timely invoice payment and ensure purchase-order awards remain within program budget • Support Estimate at Completion (EAC) reductions • Ensure subcontract administrators apply import/export regulations, security regulations concerning vendor visits or information sharing, and government contract requirements • Support auditing processes • Plan, motivate, and accomplish goals through staff using sound scientific/technical judgment, innovative thinking, and interpersonal/management skills

🎯 Requirements

• Bachelor’s degree or higher in Business, Finance, Supply Chain Management or a related field and 8 years of supply chain procurement experience in a manufacturing environment, OR a Master’s degree in Business, Finance, Supply Chain Management or a related field and 6 years of supply chain procurement experience in a manufacturing environment • Previous U.S. government subcontracting experience (FAR/DFAR) • Previous experience with ERP systems such as Deltek and Costpoint • Strong negotiation skills to achieve best value • Proactive and self-directed; able to instruct and act quickly and responsibly • Demonstrated success managing a team of supply chain professionals with positive results • Ability to acquire a Security Clearance, which requires US Citizenship as a prerequisite • Preferred: 10+ years of related experience • Preferred: Previous leadership experience • Preferred: Previous experience leading large teams • Preferred: Previous experience managing large subcontracts from cradle to grave • Preferred: Previous experience negotiating various contract types and terms and conditions
