📋 Description

• Manage the day-to-day operations, training, mentoring and career development of a team of proposal professionals • Support the WIMS Business Unit under the CWI Division in Northrop Grumman’s Defense Systems Sector • Lead proposal activities supporting the Global Supply Chain Organization • Provide timely pre-proposal and post-award pricing and estimating support to proposal teams and Global Supply Chain staff • Oversee and manage operational aspects of new and ongoing proposals • Serve as liaison between planning, program management, IPT leads, pricing, contracts, global supply chain and business management • Establish and manage priorities in a fast-paced, schedule-driven environment • Manage project management professionals, including material planners, engaged in proposal pricing and estimating activities • Ensure GSC proposal pricing is reviewed and approved before submission and inclusion in sector proposals • Ensure estimating and purchasing system compliance with FAR/DFARS criteria and advise leadership of issues and risks • Develop Risk Management Plans • Support DCAA proposal audits in coordination with the Sector Manager of Internal Reviews • Participate in major proposals and initiatives, including NAR/ICE and Color Team reviews • Develop and effectively communicate strategic plans to leadership • Make operational decisions and manage staff through mentoring, training, development and performance reviews • Develop, plan and implement agile processes supporting GSC goals and objectives

🎯 Requirements

• Bachelor’s degree in business, supply chain, finance, economics or another related discipline with a minimum of 8 years of directly related experience, or Master’s degree in business, finance, supply chain, economics or another related discipline with a minimum of 6 years of directly related experience • Experience with defense proposals and working on key captures • Thorough knowledge of FAR/DFARS and other applicable government regulations • Ability to perform and apply appropriate cost accounting, pricing and estimating methods, concepts and principles, including cost improvement curves and factors • Ability to work as an integral member of the GSC team while maintaining full compliance during proposal and acquisition processes • Ability to initiate and effectively implement process improvement across pricing and estimating policies and procedures • Must be able to travel as needed, up to 10% of the time • Working knowledge of SAP preferred • Past experience with DCAA/DCMA audits preferred • Professional certifications: CPSM, CFCM, CPCM preferred • Understanding of the defense acquisition process preferred
