📋 Description

• Provide technical support for budget formulation, justification, presentation, execution, and review • Develop executive briefings using Excel and Microsoft Power BI dashboards • Develop reports using SharePoint, MS Excel, and MS Power BI • Analyze and improve business processes • Discover, develop, and document policies, procedures, and processes, including SOPs, process flows, training materials, and guidelines • Prepare financial forecasts and track funds, obligations, reimbursements, and other financial data • Maintain electronic budget files, versions, and historical data • Perform monthly variance analysis of incurred costs against spending plans • Prepare monthly, quarterly, and annual spend plans • Prepare executive correspondence and leadership briefings, including technical document review and editing • Manage portfolio performance and conduct cross-program analysis • Produce budget execution reports and analyze issues and trends • Provide analytical support to department leads on complex budget projects • Develop corrective action plans and track remedial actions and follow-up reporting • Implement budget formulation and execution activities, research anomalies, generate reports, and process complex data • Translate technical and programmatic data into actionable reports for senior and non-technical audiences • Perform financial analysis for contracts, interagency agreements, and memoranda of understanding • Submit and track funding requisitions and purchase orders in federal financial systems • Evaluate budgetary requests, constraints, and potential workarounds • Support budget-related data calls, OMB reporting, and annual budget and investment portfolio submissions • Master budget formulation and execution tools and provide SME-level guidance • Maintain and report investment-level alignment of budgetary items • Assist the financial management/budget team with budget formulation, planning, and execution • Develop SharePoint pages as repositories for budget process guides and related data-call efforts

🎯 Requirements

• Bachelor’s degree in finance, business, or other related field • 4+ years of demonstrated experience in budget formulation, analysis, and evaluation of execution • Candidates must possess an active Secret clearance or be able to obtain and maintain a Secret clearance as a condition of employment • Experience in tracking budget and activities for a product/project portfolio • Experience with Planning, Programming, Budget, and Execution (PPBE) budget cycle activities, including Congressional Budget Justification Book (CBJB) and Integrated Planning and Budget System (IPBS) • Experience using complex financial management systems or other non-DOD federal financial management systems • Excellent verbal, interpersonal and written communication skills • Strong analytical, problem-solving and decision-making capabilities • Ability to work in a fast-paced environment • Demonstrated professionalism in providing client support, including judgment, discretion, tact, and diplomacy • Sound business ethics, including protection of proprietary and confidential information • Ability to apply detailed knowledge of organizational procedures and make independent decisions • Ability to work with internal staff, outside clients, and vendors • Preferred: PMI Project Management Professional (PMP) Certification • Preferred: Certified TBM Executive (CTBME) Certification • Preferred: Experience building Power BI Dashboards
