📋 Description

• Drive a comprehensive legislative advocacy strategy advancing federal, state, and local policy priorities. • Cultivate relationships with elected officials, government stakeholders, coalition partners, Members of Congress, agency officials, and legislative staff. • Lead strategic government-relations engagement across assigned regions. • Advise Red Cross field leadership on government relations, legislative strategy, and policy guidance. • Mobilize grassroots and grasstops advocacy efforts among chapters, volunteers, and community leaders. • Monitor legislative, regulatory, and political trends and provide strategic recommendations to senior leadership. • Develop legislative briefings, issue papers, testimony, hearing preparation materials, policy analyses, and executive talking points. • Represent organizational interests at legislative hearings, stakeholder meetings, coalition activities, and advocacy engagements. • Strengthen field government-relations capacity through training, coaching, and consultation. • Provide executive counsel, political analysis, and actionable intelligence for organizational decision-making.

🎯 Requirements

• Bachelor's degree required. • Minimum of 10 years of related experience or equivalent combination of education and related experience required. • 7 years of management experience. • Extensive knowledge of policies impacting the non-profit sector, particularly tax laws affecting charitable giving. • Experience working with the Senate Finance Committee and/or House Ways and Means Committee, including current relationships with key Members and/or staff. • Ability to brief Red Cross leadership on Congressional issues and opportunities and recommend actions advancing Red Cross goals. • Experience developing legislative and regulatory strategic plans. • Experience developing one-pagers, collateral, and testimony. • Excellent verbal and oral communication skills and ability to advocate before elected officials. • Understanding of complex legislative and regulatory issues. • Expertise in lobbying disclosure and Congressional ethics requirements. • Strong interpersonal, organizational, project management, critical thinking, analysis, problem-solving, planning, prioritization, and negotiation skills. • Ability to work collaboratively with internal and external stakeholders. • Knowledge of emergency management and disaster response is a plus. • Ability to use a personal computer, applicable software, and office equipment for sustained periods. • Travel required throughout the region; some out-of-region travel may be required.
