• Provide leadership for development, integration, and validation of multi-domain mission systems supporting aircraft and ground stations for U.S. military customers • Transform program earned value and cost account reporting through new methods and toolsets while maintaining EVM principles and best practices • Drive continuous improvement initiatives to streamline cost management and enhance program performance • Provide leading indicators for projected performance and future planning • Partner with engineering teams to develop work scope, schedules, and resource requirements • Collaborate with finance, program management, supply chain, engineering, customers, subcontractors, and executive leadership • Lead full-lifecycle solution development from CONOPS through validation • Organize and lead lab setup, configuration management, and testing • Own preparation, cost, and schedule of design reviews, integration, dry run, and formal qualification testing • Influence decision-makers with recommended courses of action for complex problems
• Experience managing control accounts in EV-compliant environments, such as ANSI-748, on a large defense program exceeding $1B • Experience leading CAMs, IPTLs, and/or project engineers with scope, schedule, and cost accountability • Strong application of earned value methods, including baseline management, variance analysis, CPI/SPI interpretation, EAC forecasting, and corrective action planning • Strong understanding and application of Agile principles, rolling wave planning, and detailed planning processes • Practical experience across the full Systems Engineering V lifecycle, from CONOPS development to sustainment • Ability to lead financial and schedule planning and reporting for multidisciplinary design teams • Typically requires a STEM degree and minimum 10 years of relevant experience, or an advanced degree in a related field and minimum 7 years of experience • U.S. citizenship required • Active and transferable U.S. government-issued Secret security clearance required before start date • Ability to obtain Top Secret clearance within 1 year after start • Experience with RAYTHEON toolsets and methodologies, such as PMX, GEMs, and RLPM • EV and/or PM6 certification or equivalent • Experience with Survivable Mobile Command Center architectures and operations • Experience supporting software and hardware development • Experience with system or application integration • Experience with SATCOM, LOS/BLOS, AEHF, or V/UHF communications radio and systems • Experience with computer networking for ground-based, ship, submarine, or airborne platforms • Experience with scripting
