📋 Description

• Provide Scrum Master, Requirements Analysis, and backup Project Lead support for FFSS Fee Basis Claims Archive and E-Learning applications • Support upcoming iFAMS integrations and EHRM rollouts within the VA ecosystem • Develop and improve business processes, policies, roles, responsibilities, and performance metrics • Conduct current-state analysis, gap analysis, benchmarking, best-practice identification, and organizational assessments • Plan and implement future-state designs, change management, and transition plans • Interface with customers, computer services, client services, business teams, and technology teams • Oversee development and maintenance of quality programs, systems, processes, and procedures • Interpret policies, regulations, governmental regulations, and agency guidelines to ensure compliance • Provide continuous process-analysis oversight to operating entities • Ascertain system requirements and conduct client interviews • Deliver presentations and training courses on measurement, analysis, improvement, and control • Perform cost-benefit analyses when needed • Provide technical solutions to difficult problems and represent the organization on project-related technical issues • Contribute to specific programs and projects while working independently under general direction

🎯 Requirements

• Bachelor’s degree and ten (10) years or more experience; an additional 8 years of relevant experience may be substituted for education • Degree in engineering, or related scientific or technical discipline is required • US Citizenship with the ability to obtain and maintain a Public Trust clearance • Proven knowledge of Agile and SAFe methodologies • Proven track record of successfully leading and delivering complex projects • Experience with business, functional, and technical areas/disciplines and conducting research • Experience proposing new solutions in areas of functional expertise • Experience eliciting and documenting business requirements, business processes, and workflows • Proficiency creating functional specifications, user stories, use cases, and process flow diagrams • Experience with business modeling techniques and tools such as UML and BPMN • Proficiency with Microsoft Visio, Lucidchart, or similar documentation tools • Familiarity with Agile and Waterfall software development methodologies • Proficiency with JIRA, Trello, Microsoft Project, or similar project management and tracking tools • Understanding of database concepts and basic querying skills • Proficiency with Excel, SQL, Power BI, Tableau, or similar data analysis tools • Strong analytical, critical thinking, presentation, organizational, interpersonal, verbal, and written communication skills • Ability to translate technical information into business language • Experience facilitating workshops and meetings • Ability to identify problems, propose solutions, and make decisions based on sound judgment • Experience leading and mentoring junior analysts and team members • Experience managing and coordinating cross-functional project teams • Familiarity with industry-specific regulations, standards, and best practices • Ability to understand customer needs and deliver solutions meeting business objectives • Strong documentation skills • Ability to adapt to changing priorities and work environments
