📋 Description

• Lead the day-to-day internal business and financial functions of multiple programs • Assist the Program Management team with implementing long-range financial goals and objectives • Interface daily with program managers, finance, accounting, contracts, subcontracts, procurement organizations, and external customers • Complete deliverables and train junior staff to the required level of detail • Support cash flow improvement initiatives through detailed invoice backup reports • Prepare and distribute concise, relevant, and understandable financial information and analysis within deadlines • Support development of Annual Operating Plans, quarterly forecasts, monthly Latest Revised Estimates, and Estimates at Complete • Participate in developing budgets and spend plans for assigned programs • Perform financial analysis on funding profiles and program financial variances • Conduct cost, schedule, and contract performance variance analysis • Submit and maintain purchase requisitions for subcontractors, consultants, and materials • Monitor subcontractor costs and review/approve invoices • Review and support Requests for Proposals; prepare pricing models and cost analysis • Establish, maintain, and manage the Earned Value Management System baseline, aligning scope, schedule, and cost • Analyze cost and schedule performance, including CPI, SPI, variance trends, forecasts, and root-cause/corrective-action recommendations

🎯 Requirements

• Bachelor’s degree from an accredited institution in a Finance or Accounting discipline with fifteen (15) years or more of relevant experience • Experience in providing financial tracking and support for the government customer in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting • Ability to process and analyze large volumes of data in Excel and consolidate into management level reports • Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles • Complete understanding of financial analysis such as ROS, ROC, annual operating plans, accounts receivable, and revenue & profit forecasts • Understanding of program baseline data preparation, EAC development, and cost estimating/pricing • Ability to make decisions using sound judgment while complying with policies, procedures, and accounting principles • Familiarity with the entire life cycle of a program from proposal development through contract close out • Ability to balance long-term thinking with short-term execution • Strong organizational and communication skills; ability to perform effectively with competing deadlines • Proven experience managing projects that utilize Earned Value Management and formal scheduling methods • Strong proficiency with Microsoft Project • Proficiency in MS Office software (Excel, Word, PowerPoint), with advanced Excel skills • Ability to prioritize and work without supervision; persistence in follow-through • Ability to multitask and support programs with efficiency and accuracy • US Citizenship required
