📋 Description

• Serve as primary developer responsible for generating the full monthly cycle of Veteran Copayment Statements for CCPC Debt Management (DM2), impacting more than one million Veterans. • Develop, maintain, and execute production code used to generate copayment statements, billing notifications, and specialized inserts. • Ensure timely delivery of billing communications, including letters and statement-level messaging related to billing updates, regulatory changes, or EHRM rollout impacts. • Establish, manage, and monitor statement-generation workflows for accuracy, reliability, and on-time completion. • Identify, diagnose, and resolve data issues, formatting errors, generation failures, and production anomalies. • Collaborate with business owners, billing specialists, and policy stakeholders on language changes, disclaimers, debt-collection information, and EHRM-driven updates. • Provide ongoing operations support, including daily monitoring, issue escalation, quality checks, and output validation. • Maintain documentation for statement logic, production processes, communication templates, and release changes. • Support operational readiness for EHRM-related releases affecting VA debt-collection workflows, coordinating with VA and Oracle Health technical teams. • Ensure continuity of service and uninterrupted delivery of Veteran communications.

🎯 Requirements

• Bachelor’s or Master's degree in computer science, systems engineering, or related technical discipline. • 8 years of experience working with VA CCPC DM2 systems. • 8 years of additional relevant experience may be substituted for education. • Experience developing or supporting production code for large-scale financial, billing, or statement-generation systems. • Background in high-volume print or electronic statement production environments. • Familiarity with EHRM-related system transitions, especially those impacting billing or debt-collection functions. • Strong software development skills with ability to maintain and enhance existing codebases supporting statement-generation processes. • Excellent analytical and troubleshooting skills, with ability to diagnose and resolve issues under tight deadlines. • High attention to detail, ensuring complete accuracy in billing content, formatting, and communication templates. • Ability to manage time-sensitive recurring workflows with no margin for delay. • Excellent communication skills for collaborating with policy owners, billing teams, leadership, and external partners. • Strong documentation skills for code, templates, processing steps, release notes, and monthly workflows. • Ability to anticipate operational impacts of system changes and maintain continuity of critical monthly communications. • US Citizenship with the ability to obtain and maintain a Public Trust clearance.
