📋 Description

• Lead the strategy, architecture, development, delivery, and quality assurance of software development initiatives across SUFS • Provide leadership, management, and technical vision to the Software Development team, including managers, developers, QA professionals, and third-party resources • Build technical roadmaps covering technologies, platforms, frameworks, and SOA-based services • Coordinate with senior technology and business leaders to prioritize technical debt and modernization efforts • Define and monitor KPIs and metrics for team success, software performance, and system health • Develop work standards and processes to reduce implementation time and improve quality • Foster continuous improvement, learning, and development • Lead DevSecOps, CI/CD, and TDD strategy implementation • Define and implement the technical documentation strategy • Build and manage relationships with third-party vendors • Facilitate Joint Application Design sessions with cross-functional engineering, analyst, product, business, and technology stakeholders • Remove technical obstacles through hands-on, lead-by-example engagement • Report on modernization efforts and team development • Present to senior organizational leaders • Collaborate and communicate with cross-functional teams • Provide direct professional development and mentoring • Manage Software Development and Quality Assurance budgets • Provide architectural and best-practice guidance • Support decisions with research, explain rationale, evaluate options, and make recommendations • Report directly to the CIO

🎯 Requirements

• Demonstrated success and proven track record in relevant professional or life experience • Military service may substitute for professional experience and/or formal education requirements • Minimum 10 years of progressive software engineering and technology management experience • Minimum 3 years in an established leadership role overseeing large-scale IT budgets and initiatives, or equivalent combination of experience and education including college courses such as a Computer Science degree or related field • 5 years of experience managing, leading, and developing software engineers and quality assurance professionals • 3 years developing corporate policy and procedure regarding software engineering/development • Experience with Microsoft software stack: C#, .NET Core, SQL Server, ASP.NET • Working knowledge of cloud platforms: Azure, AWS, GCP • Experience working within Agile methodologies and principles • Experience in successful digital transformation efforts in a bi-modal, multi-year transformation journey • Comprehensive knowledge of DevSecOps and software engineering policies, procedures, and practices • Full-stack technology development experience covering web, client/server, API, standalone applications, and databases • Knowledge of integration stack, messaging, parallel computing, standardized communication protocols, SOA, microservices architecture, and API governance • Understanding of software engineering and code architecture fundamentals • Ability to review full-stack web application code using modern frameworks and learn unfamiliar technologies • Strong planning, organizational, communication, and presentation skills • Executive presence and ability to interact with senior leaders and technical or non-technical audiences • Ability to present complex ideas and influence stakeholders and partners at all levels • Valid driver’s license and proof of insurance may be required depending on role responsibilities • Ability to lift up to 15 pounds • Certification in Agile Scrum, XP, SAFe, TOGAF, ITIL, or equivalent certifications preferred
