📋 Description

• Own and manage a portfolio of related and unrelated programs to achieve strategic outcomes and business value. • Develop program strategies aligned with business goals and priorities. • Coordinate projects, dependencies, and strategic alignment. • Partner with the Portfolio Owner from ideation through implementation, including business cases, KPIs, financials, and implementation. • Guide teams through challenges, charter new areas, provide direction, and foster collaboration. • Engage Delivery Managers and plan capacity for demands and incoming projects. • Assign, prioritize, and recruit Delivery Managers, FTEs, and contractors. • Oversee project health throughout the project lifecycle and provide hands-on support as needed. • Coach Program Leads, Project Managers, and Project Specialists. • Uphold Enterprise PMO governance and procedures. • Serve as a project escalation point, mitigate risks, and resolve issues. • Own end-to-end project implementation, including planning, resources, risks, issues, finances, execution, communications, phase gates, deliverables, and KPI collection. • Develop and maintain project dashboards and executive status communications. • Monitor performance against schedule, scope, quality, and budget KPIs. • Manage project budgets, financial reporting, resources, contractor setup, hardware/software provisioning, and access management. • Manage vendor deliverables and contract performance. • Drive project delivery improvements and operational sustainment of IT services. • Collaborate with Portfolio, CDL, IS Towers, business stakeholders, and technical stakeholders. • Support business case development, RFI/RFP processes, and discovery efforts. • Administer time tracking, conduct analysis, and generate reports. • Coordinate portfolio roadmaps and governance meetings.

🎯 Requirements

• Bachelor’s degree preferred. • 5-8 years of Strategic program management experience. • 10-12 years of hands-on large-scale and complex project implementation experience. • Domain knowledge specific to Infrastructure and Cyber systems. • Critical thinking, including analyzing information, questioning assumptions, evaluating arguments, forming well-reasoned judgments, and solving problems effectively. • Planning, organizing, and time/task/resource/risk management. • Strong financial acumen, including developing business cases and modeling financial impact of large programs. • Ability to establish, review, and adjust metrics to track progress accurately. • Self-initiation in owning problems and developing solutions. • Strong communication skills and C-Level interaction. • Comfort with ambiguity and incomplete information or undefined structure. • Ability to matrix manage technical, business, and executive team members with or without direct authority.
