📋 Description

• Provide comprehensive activation services for transitioning, installing, and implementing move plans so clinics are fully operational by Day One • Provide post-occupancy support to finalize and close out activation projects • Lead users and stakeholders in identifying workflows and processes for new facilities • Detail transitions from current-state to future-state operations by functional area • Conduct workflow assessments covering patient transport, staff egress, equipment and supply movement routes, safety, and security • Create and document Delivery, Installation, Testing, and Acceptance Plans for FF&E delivery, installation, inventory updates, and damage prevention • Support schedule development and acquisition, installation, and occupancy timelines • Coordinate transition and activation activities in APS, AIMS, and Individual Service Project Schedules • Coordinate with vendors for timely equipment delivery and installation • Produce finalized FF&E layouts and ensure correct placement and installation • Oversee delivery, staging, and installation of ordinary JSNs and other defined materials • Manage labor, materials, equipment, and supervision for FF&E installation from warehouses • Maintain accurate records and update data for FF&E installations • Support site safety, security, and waste management during installation and activation • Facilitate government acceptance of installation services and resolve issues • Provide punch lists as needed • Support VA Biomedical Engineering personnel with equipment inspections, acceptance tests, and biomed checks • Update inventory systems and provide documentation to logistics teams • Develop Day in the Life Plans and execute readiness exercises • Develop and distribute orientation kits for new employees • Manage final facility turnover and complete project records and deliverables • Lead post-occupancy evaluations and continuous-improvement activities

🎯 Requirements

• Minimum of 5 years of demonstrated project management experience • At least 3 years specifically in healthcare Initial Outfitting, Transition, and Activation (IOT&A) services • Bachelor's degree in a relevant field such as Health Administration, Business Administration, or Architecture is preferred • Proven experience with comprehensive activation services, including planning, coordination, installation, and post-occupancy support • Strong project management skills with the ability to handle multiple tasks and deadlines • Excellent communication and leadership skills for effective stakeholder management • In-depth knowledge of healthcare infrastructure, facility operations, and clinical services • Experience in a healthcare setting • Demonstrated experience in conceptual advance planning, identifying occupancy milestones, detailed implementation planning and move sequencing, preparation and setup, compiling documents of detailed move plans for each department impacted, and relocation execution • Experience creating/updating Transitional CONOPs • Knowledge of VA inventory management systems and biomed equipment standards is a plus • Proficiency in project management software (e.g., MS Project), Microsoft Office Suite, and planning tools • Certified Project Management Professional (PMP) or equivalent certification is preferred • Experience with VA or DoD planning and procurement systems is preferred • Knowledge of federal procurement policies and procedures is preferred • Must be a U.S. citizen • Subject to a background/security investigation • Applicants must meet eligibility requirements for a U.S. Government security clearance • Travel is required
