📋 Description

• Lead CRS strategy, engagement, relationship management, and resource mobilization efforts with multilateral development banks and development-finance institutions • Lead identification, design, structuring, and advancement of development-finance opportunities • Serve as technical lead on MDB financing structures and partnership models, including sovereign and non-sovereign loans, co-financing, climate finance, and blended finance • Develop and share guidance, tools, lessons learned, and technical approaches • Collaborate with regional, country, and global teams to align opportunities with CRS priorities and program strategies • Provide technical leadership in proposal development, project design, and partnership development • Represent CRS at MDB, development-finance, and climate-finance forums with donor and government stakeholders • Strengthen organizational readiness and staff capacity to access and manage complex financing opportunities • Document partnership models, financing structures, lessons learned, and market trends • Monitor climate-finance and multilateral-lending developments, opportunities, risks, and strategic considerations • Maintain a matrix of strategic priorities and plans of the World Bank, IDB, CABEI, and CAF • Prioritize implementation across Central America, particularly El Salvador, Guatemala, Honduras, and Nicaragua • No supervisory responsibilities

🎯 Requirements

• Master’s degree in finance, economics, business administration or related field • Ten years of work experience with progressive responsibilities in international finance, development finance, or related fields • Five years of overseas experience in multiple regions as a technical advisor and/or program manager of MDB programs and/or multi-sectoral projects with development finance partnerships • Experience working in and directly with Multilateral Development Banks (MDBs) to design loan packages and programs • Track record of complex stakeholder management and designing sovereign or development finance mechanisms • Extensive knowledge of finance structures and mechanisms used in development programming, particularly climate finance • Excellent relationship management, strategic, analytical, problem-solving, and systems thinking skills • Excellent written and oral communication skills, including research publications • Excellent presentation, facilitation, training, mentoring, and coaching skills • Fluency in written and spoken English required • Must be willing and able to travel up to 35% • Ability to legally work where the position is performed • Successful candidate must sign and adhere to CRS’ Code of Conduct • Preferred: experience working in multicultural teams and with LACRO experience • Preferred: experience in agriculture, water, youth employment, climate adaptation, land restoration, water governance, and resilience
