📋 Description

• Lead technical solution development for HHS and federal healthcare opportunities. • Partner with Business Development, Capture, and Proposal teams to develop competitive technical strategies. • Author technical proposal volumes, executive summaries, management approaches, and solution narratives. • Interview Subject Matter Experts (SMEs) and translate complex technical concepts into clear, compliant, and persuasive proposal content. • Develop solution architectures, implementation approaches, staffing strategies, and transition plans. • Participate in proposal reviews, customer solution sessions, and capture activities. • Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.

🎯 Requirements

• Bachelor's degree in Computer Science, Engineering, Information Technology, or a related technical field. • 10+ years of experience designing enterprise IT solutions for federal healthcare or civilian government programs. • 5+ years of experience supporting capture, proposal development, technical solutioning, and technical volume writing. • Demonstrated experience supporting HHS agencies (e.g., CMS, NIH, CDC, FDA) or other federal civilian healthcare organizations through technical solutioning, capture, and proposal development. • Strong knowledge of cloud, application modernization, enterprise architecture, cybersecurity, data management, and AI technologies. • Excellent technical writing, communication, and collaboration skills.
