📋 Description

• Investigate and understand systemic challenges with State Medicaid Enterprise System modernization • Serve as the team’s technical expert on Medicaid Enterprise Systems • Advise policy experts, system architects, UX researchers, and project managers • Analyze factors causing projects to exceed budgets and underdeliver • Influence research questions and improve assessment of complex system architecture • Participate in interviews and assess potential opportunities for change • Explain Medicaid Enterprise System complexities to experts in other domains • Communicate technical information through diagrams and clear written descriptions • Assess architectural decisions, identify divergence from sound practice, and contribute to documentation • Collaborate with stakeholders to turn ambiguous goals into feasible steps • Build trust with teammates, clients, and interviewees • Secure buy-in from relevant parties and anticipate cross-domain information needs • Anticipate the needs of state government partners and users • Make clear, effective recommendations in partnership with the team

🎯 Requirements

• 8 years of relevant professional experience • 4+ years of experience with state Medicaid Enterprise Systems on the government or contractor side • Expertise in MITA • Expertise building secure, compliant software and minimizing vulnerability risk • Experience building and maintaining complex, scalable systems • Experience shaping system design and contributing to architectural decisions • Experience evaluating complex, multi-component system design and scalability, including APIs, databases, and data pipelines • Ability to write high-quality, working, reusable code • Advanced proficiency in modern software development languages and systems • Expertise in information security and security risk management frameworks used by states and the federal government • Experience working in government consulting engagements • Ability to communicate technical complexity clearly to diverse stakeholders • Ability to operate independently in ambiguous environments • Must work from the United States • Must have been a US resident for 3 of the past 5 years • Cannot reside in New York or California • Must already have legal authorization to work in the US without ongoing visa sponsorship • May be required to provide business or professional license and insurance documentation • Must complete a Public Trust background investigation, including SF85 or SF85P as applicable and fingerprinting • Flexibility to work hours aligned with Eastern Standard Time when residing outside the EST zone • Must work as a 1099 independent contractor • Preferred: social-impact product or civic-tech experience; distributed cross-functional team experience; government health and human services program experience; Medicare/ACA/MACRA/Medicaid/CHIP knowledge; SAFe/agile familiarity; legacy-system integration; large-scale application experience
