• Serve as the Contractor's central point of contact, official representative, and sole liaison with the Government for contract matters • Direct performance of all work under the contract and act as the Contractor's authorized decision-maker • Oversee day-to-day contract activities and supervise contractor personnel • Assign work, approve employee leave, modify duties, and maintain personnel location and accountability records • Ensure Government communication follows the contractual chain of command • Submit Ordered Departure invoices, daily PERSTATs, monthly invoices, and other required reports • Maintain knowledge of the PWS, regulatory requirements, contract policies, procedures, and documentation requirements • Manage mobilization, demobilization, CRC reservations, CACs, SPOT entries, security clearances, nondisclosure statements, rest and recuperation, training, pay issues, and recruiting • Coordinate contractor personnel administrative and human-resource matters • Monitor staffing, forecast vacancies, recruit replacements, and execute replacement actions • Represent the company in employee counseling and dismissal actions • Develop and maintain contract activity systems, records, correspondence, reports, procedures, directives, and documentation • Provide personnel selection, training, professional development, and work evaluation • Recommend hiring, termination, promotion, and discipline actions • Coordinate mobilization priorities and execute the approved Mobilization and Employee Phase-In Plan • Ensure contractor personnel follow communication and work-assignment protocols • Perform other duties within the scope of program management and contract requirements
• Demonstrated project or program management experience • Experience managing contractor personnel and operations • Strong knowledge of Federal contracting requirements • Working knowledge of Performance Work Statements (PWSs) and contract execution requirements • Experience with invoice management and contract reporting • Ability to supervise personnel and maintain accurate personnel accountability records • Strong organizational, communication, and leadership skills • Ability to serve as the Contractor's authorized representative and decision-maker • Ability to manage concurrent staffing, reporting, compliance, and administrative requirements for geographically dispersed personnel • Preferred: Experience managing OCONUS or deployed contractor personnel and operations • Preferred: Experience with mobilization/demobilization and deployment administration, including CRC, CAC, SPOT, security-clearance, and personnel-readiness processes • Preferred: Experience managing Government contract staffing, recruiting, employee performance, and rapid personnel replacement actions • Preferred: Experience coordinating with Contracting Officers, CORs, and Government stakeholders • Preferred: Experience supporting U.S. Department of Defense, Department of State, security assistance, or international advisory programs • Preferred: Experience developing integrated management, personnel-accountability, compliance, and reporting systems
