• Independently manage a portfolio of complex, high-value subcontracts from acquisition planning through closeout • Serve as principal subcontract business advisor to program and task order teams • Lead the full subcontract lifecycle, including planning, competition, negotiation, award, administration, modification, and closeout • Develop acquisition strategies and translate technical requirements into executable packages • Conduct and document market research, identify capable sources, assess competition, validate supplier eligibility and responsibility, and support make-or-buy, commerciality, and single- or sole-source determinations • Manage solicitations and source selection • Perform cost and price analysis and lead negotiations within delegated authority • Document business decisions, establish appropriate subcontracting arrangements, and ensure award readiness • Maintain contractual control and administer changes • Monitor subcontractor performance, resolve performance and payment issues, and maintain supplier relationships • Complete formal closeout • Interpret and apply requirements and maintain CPSR-ready and audit-ready files • Protect sensitive information, support reviews and corrective actions, and improve execution • Exercise independent judgment and escalate matters to management, legal, compliance, or the customer when necessary • Manage multiple high-priority actions and short deadlines • Communicate contractual risk and convert technical or program requirements into enforceable subcontract language • Apply understanding of cost, schedule, technical, and performance risk during negotiations • Work in a collaborative, matrixed program environment
• 10 or more years of general full-time work experience, reducible with completion of advanced education • 5 or more years of directly related experience in Government contracting • 2 or more years of experience performing in a senior-level subcontracts administration role or comparable position • Recent subcontract experience working with the FAR/DFARS • Working knowledge of IDIQ, CPIF, T&M, and firm-fixed-price contract types • Ability to execute and interpret federal regulations within contracts • Proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint • Active DoD Secret Security Clearance • Resumes must be submitted in month and year format • Experience developing subcontract requirements with little to no prior acquisition history (desired) • Experience developing process improvements and new processes for subcontract management portfolios (desired)
