• Provide advice, recommendations, and document support throughout the acquisition requirements phase • Assist with developing and reviewing Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS) • Provide acquisition support during the pre-award acquisition phase, including technical evaluation support and documentation • Advise the Government on procurement approaches and assist with market research analysis and documentation • Identify potential sources and contract vehicles, prepare market surveys, and develop written announcements • Prepare pre-award documentation, including Source Selection Plans, SSEB instructions, Determinations and Findings, Justifications and Approvals, and contract file documents • Work with evaluators and the Contracting Officer to identify pre-negotiation objectives and support discussions with offerors • Review proposals, identify issues, develop negotiating positions, and perform cost or price analysis when required • Prepare negotiation memoranda for contract actions • Ensure pre-award files address regulatory, policy, and internal operating requirements and are properly organized • Assist in developing RFQs, RFPs, and Combined Synopsis/Solicitations • Verify funding, obtain legal concurrence, and support solicitation release upon Contracting Officer approval • Prepare final contract award documents for task and delivery orders, stand-alone contracts, and COR designation letters • Prepare draft award announcements and Congressional Notifications • Provide advice, recommendations, and document support during the post-award acquisition phase • Assist with negotiated contract modifications and monitor contract performance and compliance • Support site visits, periodic program reviews, labor interviews, award fee evaluations, and Contractor Performance Assessment Reporting Systems documentation
• Active CBP Public Trust clearance or ability to obtain a CBP Public Trust clearance • Bachelor’s Degree required • 5 or more years of Government Contract Specialist experience required • Contract Specialist 1102 certification required • Experience with SAP required • Proficiency with Microsoft Office, including Excel, Word, and PowerPoint • Strong written and verbal communication skills • Must pass pre-employment qualifications of Cherokee Federal • Experience with construction contracting highly desired
