📋 Description

• Serve as the CIO’s Deputy, representing the technology organization and acting on the CIO’s behalf • Own and drive solution strategy across all business units • Develop strategic technical approaches and innovation roadmaps • Participate in solution development without owning architectural design • Lead and develop the staff organization through direct reports and dotted-line collaboration • Translate technical direction into actionable plans, priorities, and execution roadmaps • Drive hiring, onboarding, mentoring, retention, and people leadership at scale • Establish operational cadences, decision frameworks, and communication rhythms • Lead solution-oriented thinking to meet mission needs and drive competitive differentiation • Serve as an active listener and trusted advisor across the organization • Communicate technical strategy and organizational priorities to engineers, executives, and government agency leadership • Coordinate cross-program and cross-agency strategy initiatives • Identify operational risks, resource constraints, and organizational gaps and drive resolution • Partner with BD/Growth and Capture teams on solution strategy, technical volumes, and delivery readiness • Build and maintain organizational health metrics covering engagement, delivery velocity, retention, and capacity • Perform other duties as assigned

🎯 Requirements

• Ability to obtain and maintain security clearances up to Secret/Top Secret • Must be a U.S. citizen • Bachelor’s degree in Computer Science, Information Technology, Engineering, Business Administration, or a related field, or equivalent combination of education and experience • Minimum of 12 years of progressive experience in technology leadership roles • At least 5 years in a senior leadership capacity managing multiple teams through direct and dotted-line reporting structures • Experience with DoD and associated security frameworks • Ability to serve as a strategic proxy for executive leadership and drive execution with minimal oversight • Experience leading solution strategy across multiple business units or program areas • Broad technical acumen across software engineering, cloud infrastructure, data platforms, and modern delivery practices • Proven people leadership experience hiring, developing, and retaining high-performing technical teams • Exceptional storytelling and strategic communication skills • Experience in federal government contracting, including GovCon operating models, contract vehicles, and agency engagement patterns • Experience working within an Agile or SAFe environment • Excellent verbal, written, and presentational communication skills • Candidates in the Washington, D.C. / Maryland / Northern Virginia corridor are highly preferred • Availability during 9:00 AM to 5:00 PM Eastern hours • Occasional travel for training, project meetings, and leadership engagements, estimated at 10–15% per year • Desired: CMS, Medicare/Medicaid, or HHS program experience • Desired: Chief of Staff, Deputy CIO/CTO, VP of Engineering, Solution Strategist, or equivalent experience • Desired: PMP, SAFe Agilist, or similar certifications • Desired: Master’s degree in a relevant field • Desired: Domain expertise in defense data integration, health IT analytics, or civilian services modernization • Desired: Familiarity with AI/ML platforms, Databricks, Snowflake, AWS, and Azure • Desired: Experience scaling operations in a high-growth digital or professional services firm • Desired: Cross-functional relationships across BD, delivery, and corporate functions
