📋 Description

• Lead the end-to-end strategy and execution of data migration and archival activities for CMM program data infrastructure • Support case history migration during court onboarding • Manage data lifecycle and retention activities • Design, test, and implement disaster recovery and high-availability strategies, including automated failover and DR drills • Support implementation of a scalable, secure, cloud-based data platform for operational data, reporting, and analytics • Develop and document data migration flows, structures, standards, and governance alignment • Engineer multi-tenant cloud environments supporting hybrid/on-premises systems and SQL, NoSQL, IaaS, PaaS, distributed SQL, multimodal, and event-driven databases • Maintain architecture diagrams, migration, archival, and DR metrics under version control • Partner with Data Governance, Security, Application Development, BI, data engineering, and business analyst teams • Evaluate tooling and software for data migration, archival, and disaster recovery • Implement databases, document storage, indexing services, schemas, secure data APIs, and infrastructure as code • Configure metadata structures, workflows, automation, security settings, ingestion processes, and catalog attributes • Create training, job aids, and communications supporting user adoption • Translate requirements into data structures and support model-driven ETL/ELT • Maintain naming conventions, data models, metadata, lineage, and documentation • Support data quality, testing, validation, reconciliation, and architecture reviews • Produce audit-ready documentation for migration, archival, and DR models and decisions • Develop migration readiness checklists covering profiling, mapping, testing, anomaly handling, and rollback • Develop archival strategies covering archive creation, migration, storage tiers, retention schedules, and access controls • Implement batch and real-time data exchange with Judiciary systems • Migrate documents from legacy CM/ECF storage to CMM cloud storage during court onboarding • Implement automated archival, retention, purging, backup, and encryption processes • Lead and mentor the Data Migration Engineer • Validate data integrity, referential accuracy, and audit trail completeness, targeting at least 99.5% error-free records per migration event • Maintain continuous backup validation and coordinate rollback procedures • Coordinate migration and archival designs with the Cloud Data Architect/Data Modeler and Lead Data Engineer

🎯 Requirements

• 10+ years of related experience • MA/MS degree with 10+ years of general information systems experience and 8+ years of specialized experience, or equivalent alternatives: high school with 16+ years, AA/AS with 14+ years, BA/BS with 12+ years, or Doctorate/Ph.D. with 9+ years • Deep experience designing data architecture with AWS data services and modern application patterns • Experience establishing operational data governance guardrails for integrity, cost efficiency, and resilience • Experience implementing ETL/ELT pipelines, APIs, and downstream consumption layers for BI, data products, and AI/ML • Demonstrated experience developing data migration and archival strategies, including source-to-target mapping, profiling, anomaly handling, and rollback planning • Hands-on experience designing and testing disaster recovery and high-availability architectures, automated failover, and DR drills • Experience with policy-driven, encrypted backup and archival processes and multi-tier storage/retention strategies • Strong SQL, NoSQL, GraphDB, and data validation skills • Experience building automated data integrity and audit-trail checks • Familiarity with AWS DMS, AWS Backup, Azure Site Recovery, or equivalent tooling • Government, public sector, Judiciary, or court information systems experience strongly preferred • Strong documentation and stakeholder communication skills • Ability to obtain and maintain required government facility access or suitability determination • Excellent oral and written presentation and communication skills • Ability to identify and apply industry tools, solutions, methods, best practices, and emerging technologies • Strong analytical and problem-solving skills • Ability to work effectively independently and as part of a team • Preferred certifications: CDMP, Snowflake SnowPro Advanced, Databricks Certified Data Professional, AWS Certified Data Analytics – Specialty, AWS Certified Solutions Architect – Professional, or AWS Certified Data Engineer • US citizenship is not required • Clearance is not required
