• Perform advanced analytical and program control tasks supporting large-scale, fast-paced government contract programs • Develop, maintain, and present Estimates at Completion (EACs) and program Spend Plans • Identify variances and recommend corrective actions • Review and analyze subcontractor invoices for accuracy and compliance • Identify invoice discrepancies and approve or reject invoices • Reconcile and track subcontractor and project trailing costs against month-end actuals • Create, submit, and manage subcontract Purchase Orders (POs) and Purchase Requests (PRs) • Add, de-obligate, and realign funds across PO lines with Program Managers, Project Managers, and Subcontracts • Lead task order modifications and requests for change (RFCs) • Develop Cost Scenarios, Rough Order of Magnitude (ROMs), and Cost Proposals • Review subcontractor pricing, track changes, and report updates • Design and maintain program controls workbooks and tracking tools using advanced Microsoft Excel • Conduct travel review processes under FAR/JTR requirements • Resolve escalated or complex travel discrepancies • Serve as a primary analytical contact for Program/Project Managers, Subcontracts, Finance, and other stakeholders • Mentor junior analysts and review their work products • Support project startup and closeout activities • Perform other duties as assigned
• BA/BS degree in Finance or related field, or equivalent experience • 5+ years of relevant experience in government contracting, financial analysis, program analysis, or a closely related field • Must currently possess and be able to maintain Secret clearance • US citizenship required • Ability to work independently with minimal supervision on complex, high-visibility deliverables • Ability to reconcile month-end actuals against forecasts, identify trailing and accrued costs, and support accurate program controls reporting and analysis • Experience developing cost scenarios, Rough Orders of Magnitude (ROMs), and Cost Proposals • Strong analytical and critical thinking skills • Attention to detail and sound independent judgment • Advanced Microsoft Excel proficiency, including Pivot Tables, V-Lookups, and complex financial modeling • Knowledge of Estimates at Completion (EAC) methodologies, Spend Plan development, and Earned Value Management (EVM) principles • Experience with subcontract financial administration, FAR/DFARS compliance, and invoice adjudication • Experience with government Joint Travel Regulations (JTR) / Federal Travel Regulations (FTR) • Ability to consistently meet deadlines • Excellent verbal and written communication skills • Ability to collaborate in a fast-paced cross-functional environment • Preferred: experience with process improvements and documentation • Preferred: experience with subcontractor timekeeping and invoicing • Preferred: experience with Concur and travel review • Preferred: familiarity with SC360 or similar procurement and purchase request management systems • Preferred: familiarity with Microsoft SharePoint • Preferred: familiarity with Kofax MarkView • Preferred: familiarity with OBIEE reporting
