📋 Description

• Support the NNSA Office of Defense Programs, Production Modernization Office, and Plutonium Modernization program • Serve as a subject matter expert for the NNSA Plutonium Program Office • Develop and manage annual pit production cost requirements with national laboratories and other stakeholders • Advise senior executive leadership on national laboratory best practices and DOE accounting and budgetary tools • Provide Federal Program Managers with budget and program analyses for decision-making and short-notice what-if inquiries • Prepare multi-year program cost and budget documentation, complex spreadsheets, budget briefings, work authorizations, funding documentation, and issue papers • Prepare financial inputs for implementation plans, program plans, Reports to Congress, and NNSA Defense Programs documents • Analyze, format, and present budget justifications to senior Federal management, Congress, and the Office of Management and Budget • Support preparation, coordination, evaluation, review, and analysis of program execution plans • Track, monitor, and report program milestones, risks, annual performance measures, action items, and deliverables • Provide expert input for non-budget deliverables such as program briefings and program review meetings

🎯 Requirements

• Active DOE Q or DOD Top Secret clearance; active means the clearance holder is briefed and currently occupies a position requiring the clearance • Bachelor's degree in program management, finance-related, accounting, or science discipline with 12+ years of related program/budget analysis experience, or Master's degree in those disciplines with 10+ years of related experience • Expertise with DOE or DOD planning, programming, budgeting, and evaluation (PPBE) systems, including FormEX and CostEX • Ability to work independently and with a team • Excellent written and verbal communication skills • Demonstrated experience developing briefings for senior and executive management • Ability to travel as business needs require • Preferred: Master's degree in a related field from an accredited university • Preferred: Staff experience in military, government, corporate enterprise, and/or interagency settings • Preferred: Nuclear weapon program experience • Preferred: Knowledge of earned value management and program management/scheduling tools and techniques, including Microsoft Project and Primavera Project Planner
