📋 Description

• Lead proposal development strategy, planning, and execution for RFPs, RFQs, RFIs, Sources Sought Notices, and other federal solicitations • Support gathering GWAC, AWAC, and ID/IQ contract vehicles • Establish and manage proposal schedules, milestones, and deliverables • Ensure compliance with solicitation requirements, evaluation criteria, FAR, and DFARS regulations • Coordinate with business development, capture managers, SMEs, pricing teams, and technical staff • Develop win themes, value propositions, and competitive differentiators • Develop and refine executive summaries, management approaches, technical solutions, and past performance sections • Organize and oversee Pink, Red, and Gold color team reviews • Manage proposal templates, content libraries, and proposal tools • Monitor federal procurement trends, acquisition strategies, and best practices • Support strategic analysis, training, opportunity identification and qualification, cost analysis, teaming, Joint Venture strategies, and internal guidance and tools • Integrate strategy, capture, marketing, and teaming strategy into the bid and pipeline process

🎯 Requirements

• Bachelor’s degree in Business, Communications, or a related technical field relevant to Lynker’s core competencies • Master’s degree preferred • 10+ years of experience in federal proposal development and management, preferably within a government contracting environment • Strong knowledge of the federal procurement process, including FAR and DFARS regulations • Demonstrated experience leading proposal teams and managing large, complex proposals with general adherence to the Shipley framework • Exceptional writing, editing, and communication skills with the ability to tailor content to different audiences • Proficiency with SharePoint, MS Office Suite, Adobe Acrobat, and proposal automation software • Ability to manage multiple proposals simultaneously in a fast-paced environment with strict deadlines • Strong leadership, organizational, and analytical skills • Some travel may be required • E-Verify employment eligibility requirements
