📋 Description

• Provide pre-award proposal support for subcontracts on major proposal efforts above $30M • Support large proposal efforts involving many subcontractors, team members, and quick turnaround requirements • Troubleshoot complex proposal efforts in time-sensitive environments • Develop relationships with BD and Capture Managers to meet solicitation requirements • Guide internal customers and stakeholders through the proposal/subcontract lifecycle • Negotiate Non-Disclosure Agreements and Teaming Agreements • Identify risks in solicitation terms and conditions and facilitate mitigation • Report proposal and subcontractor issues to senior management • Prepare solicitation packages for subcontractors, including sealed package requirements • Advise and support development of Statements of Work, source-selection criteria, and source selections • Support Program Managers and Cost Estimators in developing proposals and Basis of Estimates • Work with Pricing Analysts on subcontractor pricing strategy and unique pricing issues • Review prime contract terms, conditions, solicitations, implications, and subcontractor flow-downs • Complete data calls and meet deadlines • Respond to customer inquiries and requests

🎯 Requirements

• Seasoned professional experienced in major proposal efforts above $30M • Comprehensive understanding of fair and reasonable pricing, price analysis, and price negotiations • Ability to apply effective price-analysis techniques • Ability to multitask and prioritize workload with minimal supervision • Understanding of the full Proposal/Subcontract lifecycle, including the Shipley Model • Comprehensive understanding of contracting/subcontracting fundamentals, including offer, acceptance, consideration, and intent to create a legal relationship • Comprehensive understanding of subcontract types and appropriate use cases • Strong negotiation skills regarding inspection/acceptance, risk of loss, warranties, indemnification, and intellectual property rights and ownership • Knowledge and business acumen to solve complex proposal/subcontract problems • Courteous and professional interaction style • Excellent verbal and written communication skills • Working knowledge of proposal roles, including capture manager, pricing, program manager, and contracts • Familiarity with FAR and other agency supplements • Regular compliance with procurement policies and procedures • Ability to produce CPSR-compliant subcontract files and supporting documentation • Bachelor's degree or equivalent • Additional training in contract or procurement law • Minimum seven years of related government contract administration experience • Ability to work on a computer for long periods • Ability to communicate by telephone, email, and face to face • Willingness to travel as required
