📋 Description

• Provide CFSAN IT System Lifecycle Development and Management Support Services for the FDA • Provide project management services for FDA/CFSAN task orders • Establish control, management, monitoring, and notification mechanisms to keep task orders on track with milestones and performance measures • Use FDA-supplied templates and draft templates for COR approval when needed • Provide operations, maintenance, development, modernization, and enhancement architecture support • Formulate integrated, end-to-end automated systems supporting CFSAN business and mission processes • Develop and enhance CFSAN IT systems, tools, and external interfaces to FDA enterprise and center systems • Perform requirements elicitation, analysis and validation, system design, code generation, testing, deployment, and documentation • Develop and maintain interfaces, templates, scripts, workflows, analytics/tool access, and reports • Validate and test deliverables against applicable standards, policies, and business requirements • Provide systems integration and engineering services using service-oriented architecture and reusable components • Support data architecture, data policies, practices, procedures, and full data lifecycle management • Maintain CFSAN IT systems’ availability, reliability, and security • Maintain, support, and evolve code, scripts, views, triggers, jobs, designs, documentation, reports, and templates • Analyze and report on infrastructure, software upgrades, capacity, and technical-environment changes • Provide day-to-day operations, maintenance, and help desk support • Identify, recommend, and implement retirement and consolidation of systems, technologies, tools, components, and data • Assess user capability and training needs • Prepare training plans and materials and arrange and conduct training sessions • Manage transition-in and transition-out activities, transferring expert knowledge, data, and application-support artifacts • Collaborate with CFSAN stakeholders, FDA personnel, contractors, and users across task orders • Support ProSidian’s business development and company initiatives

🎯 Requirements

• Experience designing, developing, implementing, communicating, administering, and evaluating human resources programs, especially compensation and classification, in large organizations with over 4,000 geographically dispersed employees • Experience supporting organizations with a technical, multi-faceted, national-scope mission • Demonstrated experience designing and implementing innovative private- and public-sector compensation and pay-for-performance programs and/or expertise in a unionized environment • Experience in job analysis and evaluation • Expertise making accurate Fair Labor Standards Act (FLSA) exemption determinations and defending those decisions to employees, management, or outside parties • Expertise in state-of-the-art compensation, pay-for-performance, and awards programs • Ability to tailor compensation programs to a public-sector regulatory/operational organization • Knowledge of laws and regulations pertaining to federal compensation, classification, performance, recognition programs, and federal financial regulatory agencies • Ability to analyze user needs and determine functional requirements • Ability to perform functional allocation and identify task interrelationships • Ability to identify resources required for each task • Requisite knowledge and expertise recognized by the professional community as expert-level subject matter expertise • Exceptional oral and written communication skills • Microsoft Office proficiency; advanced Excel, Access, Outlook, PowerPoint, and Word skills preferred for the ideal candidate • Proficiency with Adobe Acrobat, data analytic tools, and Visio • Ability to quickly learn other business tools as necessary • Ability to fulfill role requirements and establish, manage, pursue, and fulfill annual goals and objectives • Ability to support business development and other efforts on behalf of ProSidian Consulting
