📋 Description

• Serve as the primary liaison between business stakeholders, technical teams, and implementation vendors • Elicit, analyze, document, and validate business requirements with business subject matter experts • Translate business needs into detailed functional and technical requirements supporting development • Facilitate workshops, requirements sessions, solution reviews, and stakeholder meetings • Collaborate with vendor business analysts to clarify requirements and maintain alignment throughout the development lifecycle • Analyze existing business processes and identify process improvement and optimization opportunities • Develop and maintain business process flows, use cases, requirement documentation, and data models • Facilitate solution discussions and support issue resolution through negotiation and problem-solving • Ensure delivered solutions align with business expectations, project objectives, and operational requirements • Assist project managers and fellow business analysts in maintaining momentum and alignment across workstreams • Support testing, validation, user acceptance activities, and implementation readiness efforts • Contribute to a multi-year program replacing a legacy Offender Management System

🎯 Requirements

• 10+ years of Business Analysis, Business Liaison, or related IT experience supporting enterprise technology initiatives • Strong business analysis expertise in requirements elicitation, documentation, validation, and management • Excellent negotiation, stakeholder management, and relationship-building skills • Ability to work effectively with both business and technical audiences • Strong facilitation skills for workshops, meetings, and solution discussions • Experience creating process flows, business requirements documents, user stories, use cases, and functional specifications • Solid understanding of data modeling concepts and business process analysis • Strong problem-solving capabilities with diplomacy and professionalism • Experience working within large-scale software implementations or system modernization projects • Outstanding verbal, written, presentation planning, and communication skills • Bachelor's degree in Information Technology, Business Administration, Computer Science, or a related field • CBAP, PMI-PBA, or similar Business Analysis certifications preferred • Additional certifications in Agile, Project Management, or Process Improvement advantageous • Experience supporting public sector, government, justice, corrections, or regulatory environments is a bonus • Experience working directly with third-party software implementation vendors is a bonus • Knowledge of requirements management tools and business process modeling platforms is a bonus • Experience supporting agile, hybrid, or traditional project delivery methodologies is a bonus • Familiarity with enterprise application modernization initiatives and complex system replacement projects is a bonus • Must be authorized to work in the United States
