• Perform the full range of financial management and contract closeout support services to DHS FBD federal staff including assistance with financial analyst support and verification and validation. • Responsible for performing contract closeout awards and completing closeout packages prior to submission to the client. • Assist Financial Analyst Supervisor/s with the day-to-day activities concerning the processing of Procurement Requisitions (PRs). • Liaison with Program Management Offices, Office of Procurement Operations and Finance and Budget staff to provide or collect additional supporting documentation to assist in the completion of PR packages. • Create PR packages within PRISM and FFMS and/or Financial Transactions. • Prepare S&T division specific financial reports, including the Open Commitment Report. • Prepare Expiring Period of Performance Report. • Assist in the preparation and submission of the required HSAM, Appendix G, and required FITARA documents. • Collect and review documentation to support audit requests. • Create and/or update Standard Operating Procedures. • Assist in maintaining the EPIC tool, PR Tracking spreadsheets, Shared Drive PR folders and other Financial Analyst related items. • Mentoring and coaching of junior members of team. • Assist with other duties as assigned tied to Financial Analyst activities. • Have a working knowledge and understanding of Software Applications such as: MS Office (Excel, Word, PowerPoint, Outlook), Adobe Acrobat, PRISM, FFMS, and other software used by DHS. • Prepare and distribute division specific and ad-hoc reports as requested by government leadership. • Maintains and develops weekly commitment reports, workload tracker, weekly deliverables, and monthly status reports, and Key Personnel/Program Manager and contract staff, attends weekly/ad hoc meetings with staff and or the Government.
• 2+ years of contract closeout experience with the federal government • Knowledge of contracting and acquisition – the full lifecycle of government awards to include obligation, modification, and closeout of new or existing contracts and Interagency Agreements (IAAs). • Bachelor’s degree • Working knowledge of PRISM database (highly desired but not required) • Must be able to obtain an EOD Public Trust Clearance
