📋 Description

• Translate client needs into winning technical and business strategies • Communicate proposed solutions clearly to clients and internal teams • Support Federal Government business development efforts • Create solutions for specific opportunities, highlighting unique strengths, methodologies, and relevant experience • Lead development of innovative, effective, compliant, and compelling solutions with technical and customer domain experts • Contribute to demos, proposals, oral presentations, and other customer-facing artifacts • Develop and translate capture strategy and technical and operational delivery capabilities into proposal content • Work with SMEs and partners to ensure solutions are feasible, innovative, aligned with client needs, and aligned with strategic objectives • Engage high-level customers to showcase capabilities, foster relationships, introduce technologies, and suggest improvements • Head up cross-functional teams for client-facing Design challenges as a Coach or team member • Lead cross-disciplinary SME teams to gather technical and domain information for solutioning • Apply modern software development concepts including agile development, product management, DevSecOps, and human-centered design • Balance multiple growth opportunities in a dynamic environment

🎯 Requirements

• US Citizenship or Green Card only; sponsorship is not offered • US Residency for at least the past 3 years • Able to meet the requirements to hold a position of Public Trust, including successful completion of a US Government background investigation • Over 5 years of experience in solution development or program leadership, with a proven track record of supporting Federal proposals • Strong knowledge of Agile, HCD, and DevSecOps cultures and practices, with specific experience designing approaches for complex system development • Knowledge of architecture, design, and delivery techniques for modern cloud solutions, including frontend user experiences, backend APIs, and data-intensive systems • Effective in cross-functional team collaboration to achieve goals and motivate action • Ability to transform complex insights into straightforward, persuasive content • Demonstrated ability to write and manage proposal sections like technical approaches and management plans • Experience analyzing client priorities to shape a winning technical solution • Medical or recreational marijuana use may affect ability to obtain Public Trust • Preferred: Experience working with HHS Operating Divisions, especially CMS • Preferred: Knowledge of and experience with Healthcare Data Interoperability (e.g., FHIR) and digital quality measurement (dQM) • Preferred: Strong working knowledge of healthcare technology challenges and innovation • Preferred: Experience developing solutions for complex business systems with complex stakeholder relationships • Preferred: Ability to assess when AI-based approaches add value to a client solution and apply AI tools to accelerate research, solutioning, and proposal development
