📋 Description

• Own the capture and proposal lifecycle research strategy across Medicaid markets • Direct comprehensive market, customer, and competitor research for capture planning and proposal development • Define competitive intelligence standards, methodologies, and analytical approaches • Conduct multi-market analyses of incumbent performance, scoring trends, customer priorities, and competitor strategies • Analyze RFP results, proposal debriefs, and industry trends to generate actionable insights • Inform win themes, positioning strategies, differentiators, solutioning, and future capture investments • Own and govern an enterprise-wide competitive intelligence framework • Establish policies and best practices for collecting, validating, and applying competitive intelligence • Advise Capture Directors and senior cross-functional stakeholders on capture planning and proposal strategy • Support capture workshops through agenda development, materials preparation, and insight synthesis • Escalate competitive risks, positioning gaps, and strategic tradeoffs affecting win probability • Produce executive-level summaries, reports, and dashboards • Prioritize and manage multiple complex workstreams under tight deadlines

🎯 Requirements

• 7+ years of experience in Medicaid Managed Care, competitive intelligence, market research, capture strategy, or related areas • Ability to provide strategic recommendations influencing capture outcomes and competitive positioning • Experience supporting capture or proposal efforts for Medicaid procurements • Strong written, verbal, and presentation skills • Advanced PowerPoint skills • Ability to manage multiple priorities in fast-paced environments • Advanced proficiency with Microsoft Word, PowerPoint, and SharePoint • Experience designing or managing competitive intelligence frameworks • Experience supporting major capture efforts ($1B+) • Experience supporting Medicaid proposal development efforts • APMP certification(s) preferred • State Medicaid agency or CMS experience preferred • Experience developing executive-ready deliverables preferred • Bachelor’s degree or equivalent experience
