📋 Description

• Lead, mentor, and develop a team of contract and subcontract administrators • Provide day-to-day guidance on complex negotiations, compliance, and workload management • Oversee negotiation and administration of federal financial assistance awards, including cooperative agreements and grants • Ensure compliance with 2 CFR 200 and 2 CFR 910 • Direct administration of complex subcontracts and ensure appropriate FAR/DFARS and 2 CFR flow-downs • Ensure cost allowability and supplier performance tracking • Guide drafting and negotiation of research agreements, CRADAs, NDAs, technology licenses, and university/national lab subawards • Ensure protection of intellectual property, data rights, and export control compliance • Collaborate with Legal, IP Counsel, Export Compliance, and Finance • Improve contracting processes, tools, and training for research teams • Manage risk across the Advanced Research Center's research portfolio

🎯 Requirements

• Bachelor's degree in business, Law, Engineering, or a related field • 5+ years of contracts/grants management experience in a federally funded R&D environment • 2+ years of direct people-management experience leading contract or procurement professionals • Deep working knowledge of 2 CFR 200/910 • Familiarity with FAR/DFARS regulations • Strong experience managing subcontracts, flow-down provisions, and cost-reimbursable agreements • Familiarity with export controls (ITAR/EAR) and federal IP/data rights • Excellent leadership, negotiation, and cross-functional communication skills • Access to U.S. export-controlled information, with authorization from the U.S. Government where applicable • Legally authorized to work in the United States • Successful completion of a drug screen, as applicable • CFCM, CPCM, NCMA, or CGMS certification preferred • Ability to satisfy heightened security checks directed by clients
