• Build and maintain products and native cloud services focused on application development lifecycle automation across AWS, Azure, GCP, and OCI • Apply best practices and services across multiple cloud service providers for cohesive integration within the customer’s hybrid cloud enterprise • Work with cloud, security, testing, and application teams to build orchestration pipelines • Build, support, and maintain CI/CD pipelines conducting multiple deployments per day • Establish and participate in feedback loops supporting continuous improvement • Meet with application teams regularly to provide support and identify optimization opportunities • Serve as the main technical point of contact and subject matter expert for managed applications • Develop expertise in CMS Hybrid Cloud and CMS Enterprise Shared Service offerings • Build relationships with other CMS Hybrid Cloud Product Teams • Continuously refresh infrastructure components including EC2 instances, CloudFormation stacks, Kubernetes clusters, and containers • Promote quality control practices and maintain robust documentation • Independently resolve highly complex technical problems • Advise on and develop innovative solutions across multiple cloud environments • Lead the work of other technical staff and influence strategic project and program goals • Interact with technical resources across vendors and represent the program in meetings with Application Development Organizations • Identify support, modernization, and innovation opportunities for applications
• Experience with multiple cloud environments: AWS, Azure, and GCP; OCI experience is a plus • Ability to work independently under minimal supervision • Knowledge of cloud-based security tools, best practices, and policies, including protection of all application-stack layers • Knowledge of the Software Development Life Cycle (SDLC) • Experience with cloud technologies, cloud services, infrastructure as code, cloud storage, cloud networking, and cloud security • Experience with package management tools: rpm, pip, dnf, yum • Experience with container build and orchestration: Kubernetes, EKS, ECS, AKS, Docker • Operating system setup and best practices: RHEL, AL2, AL23, Windows • Build tools: Jenkins, GitHub • CI/CD tools: SonarQube, Snyk, JFrog • Dependency management: Maven • Configuration management: Ansible, Terraform, Git • Experience with Cloud IaaS, PaaS, and SaaS offerings • Experience working with FISMA-compliant systems • Certifications in AWS, GCP, and Azure technologies, with experience designing and delivering native cloud services • Experience with AWS CloudWatch; Azure Application Insights, Monitor, Log Analytics, and Monitor Metrics; and GCP Cloud Operations • Experience with AWS/Azure/GCP CLI, shell languages such as Bash and PowerShell, and programming languages such as Python, Golang, and Rust • Experience with containers including Docker, ECS, EKS, AKS, and ACI/ACA; serverless Lambda; and VM architectures including VMware/Hyper-V and KVM • Experience bootstrapping and automating complete environment builds • Excellent writing, verbal communication, and collaboration skills • Ability to manage conflict and adapt in a fast-paced environment • Self-starter, self-managed team player with accountability and integrity • US Citizenship is required • Ability to obtain a Public Trust clearance • Candidates supporting CMS programs must have lived in the United States at least 3 of the last 5 years • Bachelor's degree with 12–15 years of relevant experience, or master's degree with 10–13 years; doctorate in a technical domain may also qualify • Preferred: current multiple-cloud certifications, experience with challenging customers, Agile/Scrum knowledge, JIRA, Confluence, CMS security and compliance knowledge
