📋 Description

• Lead the end-to-end proposal process for government solicitations, ensuring compliance and quality • Collaborate with Business Development teams to develop winning strategies and incorporate key messages • Review RFPs and related documents to create compliant proposal materials • Analyze Section L instructions and Section M evaluation criteria • Build and maintain compliance matrices • Run Pink, Red, and Gold color team reviews through final production and on-time submission • Provide guidance and coaching on persuasive writing techniques to capture teams and subject matter experts • Coordinate proposal meetings and events, managing discussions and materials • Support solution reviews and assist in developing strength statements • Manage proposal timelines, assignments, and deliverables, ensuring adherence to deadlines • Maintain proposal libraries and stay updated on relevant platforms and tools

🎯 Requirements

• Knowledge of the Federal Procurement Process and the FAR • Experience leading or supporting proposals for Civilian (Civil) and/or Department Defense (DoD) agencies • Experience managing proposals across multiple contract types and vehicles, including Task Orders (TOs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), and Other Transaction Authority (OTA) agreements • Excellent writing, editing, verbal communication, and presentation skills • Proficiency in Word, Excel, PowerPoint, Outlook, and SharePoint, with the ability to work with web applications for collaboration and tracking • Strong organizational skills, attention to detail, and ability to work under minimal supervision • Experience with proposal compliance audits and delivering project solutions to federal clients • Ability to give clear, concise directions and organize large volumes of information • Ability to work collaboratively in a team environment and meet deadlines • Resilience and ability to manage stress, with a sense of humor to navigate tense situations • Experience coordinating multiple proposal efforts simultaneously • Strong time management, organizational, and prioritization skills • Expertise with MS Office suite and PDF programs • Demonstrated ability to multitask, work in a fast-paced environment, and provide quality products • APMP certification (Foundation, Practitioner, or Professional) or formal Shipley proposal training • Familiarity with GWACs, the GSA Multiple Award Schedule (MAS), and agency-specific IDIQ vehicles, along with past performance and pricing volume coordination
