• Lead the development and implementation of NWAF’s Adult Family Home Program • Build a robust and healthy portfolio of Adult Family Home business loans • Establish institutional knowledge about regulatory and compliance requirements and construction best practices for Adult Family Homes and private construction • Create community awareness about NWAF’s Adult Family Home Program • Design loan products and procedures integrating financial readiness, inclusive lending, risk management, and organizational stability • Provide 1:1 technical assistance and group training to loan applicants and entrepreneurs • Package, underwrite, and monitor Adult Family Home and other small business loans • Recommend loan policies to the Leadership Team • Prepare periodic program updates for the Board of Directors and funders • Build connections with nonprofits, community lenders, manufacturers, contractors, and local agencies • Research regulatory, zoning, and permitting requirements across jurisdictions • Lead program design and development with the Director of Lending and lending team • Develop recommendations for loan terms, eligibility criteria, and program guidelines • Create procedures addressing financial readiness, affordability, accessibility, risk, and portfolio sustainability • Identify accessibility and compliance barriers and recommend solutions • Develop organizational knowledge of construction practices and costs • Build a compliance framework aligned with local, state, and federal housing regulations • Coordinate with governments, permitting agencies, and contractors • Support applicants with business planning, licensing, and operational requirements • Help borrowers prepare for construction and provide ongoing resource recommendations • Track program outcomes, including housing accessibility, borrower success, and asset-building impact • Refine products and improve program effectiveness using data and feedback • Support packaging and underwriting of home modification loans • Provide collaborative support to lending, financial coaching, outreach, and administrative teams
• Experienced-level role • Experience working within a CDFI, nonprofit lender, or housing organization • Understanding of Adult Family Home operations • Understanding of construction practices • Experience working 1:1 with entrepreneurs to develop and refine business plans • Experience underwriting small business and microenterprise loans • Multilingual ability and/or experience working in culturally and linguistically diverse communities • Valid driver’s license preferred • Reliable transportation required • Ability to work primarily at a desk and computer for extended periods • Ability to work occasional evenings to accommodate clients’ schedules • Ability to travel occasionally • Candidate must be located in Washington, Oregon, or Idaho
