• Manage and oversee an enterprise IT portfolio of approximately 100 or more systems, applications, and technology investments • Lead the development, coordination, quality review, and annual refresh of Organization Execution Plans (OEPs) • Establish repeatable OEP processes, templates, schedules, data requirements, and governance procedures • Coordinate with system owners, program stakeholders, resource managers, and functional leaders to validate requirements, priorities, funding needs, lifecycle plans, and execution strategies • Develop and execute IT portfolio rationalization strategies and recommend systems to retain, modernize, consolidate, migrate, replace, or retire • Align rationalization findings with budget and programming formulation and support Planning, Programming, Budgeting, and Execution activities • Analyze portfolio data to identify redundancies, funding gaps, lifecycle risks, technical debt, and efficiency opportunities • Develop decision memoranda, decision papers, executive summaries, briefings, dashboards, and leadership products • Ensure compliance with applicable federal, Department of Defense, Army, cybersecurity, acquisition, financial management, and IT governance requirements • Support portfolio governance boards, working groups, budget reviews, investment reviews, and senior-level decision forums • Collect, consolidate, validate, and analyze information from multiple systems and stakeholder organizations • Develop portfolio performance measures and reporting mechanisms • Track decisions, actions, milestones, risks, and dependencies through completion • Translate complex technical, programmatic, financial, and policy information into recommendations for senior Army leadership • Improve portfolio management through data integration, automation, analytics, dashboards, and standardized workflows • Work independently and with cross-functional teams in strategic and consultant-oriented environments • Communicate with government leaders and technical and non-technical stakeholders to influence investment and resource decisions
• Bachelor's degree in Information Technology, Information Systems, Computer Science, Systems Engineering, Business, Public Administration, Finance, Operations Research, or a related discipline, or equivalent work experience • 10+ years of professional experience supporting IT portfolio management, IT investment management, program management, strategic planning, enterprise technology management, or a related field within the Department of Defense or another complex federal organization • Experience managing or supporting a large enterprise portfolio of IT systems, applications, or technology investments • Experience conducting IT portfolio rationalization, application rationalization, investment analysis, capability assessments, or similar enterprise portfolio reviews • Experience developing organizational, program, investment, execution, or resource plans supporting budget formulation, certification, or programming activities • Working knowledge of Department of Defense or Army Planning, Programming, Budgeting, and Execution processes • Experience evaluating IT investments for mission alignment, cost, risk, lifecycle status, performance, duplication, and modernization opportunities • Experience interpreting and applying federal, Department of Defense, or Army policies and guidance related to IT governance, investment management, acquisition, cybersecurity, financial management, or system lifecycle management • Experience developing executive-level decision memoranda, briefings, issue papers, investment recommendations, and portfolio assessments • Strong analytical skills integrating technical, financial, operational, and programmatic information • Ability to work directly with senior government leaders and coordinate across multiple organizations and stakeholder groups • Exceptional written and verbal communication skills • Highly organized, detail-oriented, responsive, and capable of managing multiple concurrent priorities • Proficiency with Microsoft Excel, PowerPoint, Word, Teams, and collaboration/reporting tools • Active Secret Clearance required • Applicants must meet eligibility requirements for a U.S. Government security clearance • Only US Citizens are eligible for a security clearance • Preferred qualifications include Army headquarters experience, OEP experience, portfolio governance, business cases, enterprise architecture, cybersecurity, cloud modernization, Power BI or similar tools, relevant certifications, and a master's degree
