📋 Description

• Lead and manage the end-to-end proposal and tendering process for EPC projects in Water & Wastewater Treatment, Oil & Gas, and Municipal sectors • Evaluate RFPs, RFQs, and tender documents to develop winning proposal strategies • Review and finalize technical and commercial proposals prepared by proposal engineers • Ensure proposals comply with client requirements and company capabilities • Coordinate design, engineering, procurement, project management, and sales teams for proposal inputs • Define proposal timelines, deliverables, and responsibilities using structured proposal management frameworks • Perform high-level technical reviews of process designs, PFDs, P&IDs, BOQs, and cost estimations • Provide strategic input into bid/no-bid decisions with business development and executive teams • Build and maintain relationships with clients, suppliers, and subcontractors to strengthen competitive positioning

🎯 Requirements

• Bachelor’s/Master’s degree in Mechanical, Chemical, or Environmental Engineering (or equivalent) • Minimum 15 years of experience in technical proposal development, including at least 5 years in a managerial or leadership role • Proven experience leading large-scale proposals for water and wastewater treatment projects, including EPC contracts in the Oil & Gas sector • Strong understanding of process engineering, system design, budgeting, equipment selection, and costing • In-depth knowledge of industry standards and regulatory compliance requirements in the Middle East • Exceptional project planning, coordination, and team leadership skills • Excellent communication and presentation skills with clients and senior stakeholders • Proficiency in proposal software, MS Office, AutoCAD, and design tools for hydraulic and process calculations • Costing knowledge in UAE and GCC markets • Knowledge of SWRO (Seawater Reverse Osmosis)
