• Conduct multidisciplinary research and collaborate with equipment designers and/or hardware engineers in planning, design, development, and utilization of electronic data processing systems for product and commercial software • Determine computer user needs and analyze system capabilities to resolve problems involving program intent, output requirements, input data acquisition, programming techniques, and controls • Prepare operating instructions and design and develop compilers, assemblers, utility programs, and operating systems • Ensure software standards are met and analyze user needs and software requirements to determine design feasibility within time and cost constraints • Confer with systems analysts, engineers, programmers, and others to design systems and obtain project limitation, capability, performance, and interface information • Design, develop, and modify software systems using scientific analysis and mathematical models to predict and measure outcomes and design consequences • Coordinate software system installations and monitor equipment functioning to ensure specifications are met • Modify existing databases and database management systems • Write and code logical and physical database descriptions and specify database identifiers to management systems, or direct others in coding descriptions • Work as part of a project team to coordinate database development and determine project scope and limitations • Review project requests describing database user needs to estimate time and cost required to complete projects
• Bachelor's degree in computer science, software engineering, or relevant field required • 5 years’ experience in Mainframe IDMS and COBOL • Creativity and adaptability in problem-solving • Ability to work with clients to understand their needs • Strong organizational and time-management skills • Excellent written and verbal communication skills • Professional presence • Experience with Agile methodology and ADSO is a plus • Experience applying technical standards, principles, and theories • Knowledge of the full software development lifecycle, from business/systems analysis through requirements gathering, functional specification authoring, development, testing, and delivery • Ability to troubleshoot issues and make system changes as needed to resolve issues • Knowledge of computer hardware and software • Knowledge of development software such as SQL and Visual Basic • Ability to work in a team environment and independently • Strong customer and vendor relationship skills • Ability to comply with data standards and policies • Motivation to learn new technologies and methodologies • Past experience working with a federal, state, or local government agency • Department of Defense experience is a plus
