📋 Description

• Analyze existing Oracle Forms application architecture, data structures, and integrations • Migrate and convert legacy Oracle Forms applications to Oracle APEX • Design and develop APEX user interfaces and help establish UI/UX standards • Develop and maintain PL/SQL procedures, functions, packages, and queries • Perform data analysis, scripting, and reporting • Implement application security, roles, and authorization models • Conduct performance tuning, debugging, and testing • Participate in the full SDLC, including requirements gathering, development, testing, deployment, and post-production support • Prepare technical, functional, and system documentation • Support production deployments, release management, and knowledge transfer • Provide weekly status updates and reports to management, end users, and BIT staff

🎯 Requirements

• Bachelor’s degree in Computer Science or a related field • 5–7 years of Oracle PL/SQL development experience, including stored procedures, functions, packages, and advanced queries • 5–7 years of Oracle APEX application development experience • Strong knowledge of Oracle RDBMS; Oracle 19c preferred • Experience with Oracle SQL Developer and/or TOAD • Understanding of data modeling principles • Experience integrating web services • Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle and SQL Server • Strong analytical, problem-solving, written, and verbal communication skills • Candidate must reside within a 2-hour radius of Harrisburg, Pennsylvania • Preferred: experience modernizing legacy Oracle Forms applications • Preferred: prior Commonwealth of Pennsylvania or environmental systems experience • Preferred: exposure to XML, HTML, Java, web services, PL/SQL APIs, and SOA architecture • Preferred: experience with Agile/Scrum methodologies • Preferred: knowledge of Oracle 19c database features • Preferred: experience supporting regulatory or mission-critical systems • Ability to prepare clear technical and functional documentation
