📋 Description

• Serve as principal security advisor to CPS’s Government Security Committee. • Act as CPS’s primary interface with DCSA and other cognizant security authorities. • Develop, implement, and ensure compliance with the Insider Threat Program. • Serve as the designated Facility Security Officer and Insider Threat Security Officer. • Own execution and maturation of CPS policies under the National Industrial Security Program. • Ensure compliance with the Proxy Agreement and Affiliated Operations Plan between CPS and its parent company. • Advise the Government Security Committee on Proxy Agreement compliance and related matters. • Maintain obligations under the Proxy Agreement, including visit controls, Electronic Communications Plan, and Technology Control Plan. • Manage DCSA communications, facility-clearance matters, annual compliance reporting, and FOCI mitigation oversight. • Review and approve affiliate contacts, visits, and communications with the parent company. • Develop and maintain FOCI mitigation instruments with outside counsel. • Establish and maintain DSS/DCSA-mandated records, plans, and programs. • Administer personnel security clearance processing through JPAS/DISS, including nominations, investigations, and visit certifications. • Advise employees and managers on clearance eligibility, adjudicative guidelines, and reporting obligations. • Maintain cleared-personnel rosters and access authorizations. • Lead the Insider Threat Program and its multidisciplinary hub and reporting mechanisms. • Deliver security education and awareness training. • Conduct self-inspections and prepare for DCSA reviews and annual audits. • Advise the General Manager and Government Security Committee on security and compliance matters. • Partner with legal counsel on ITAR/EAR export-control compliance. • Support contract compliance and bids requiring security documentation or clearance certifications. • Coordinate investigations involving unauthorized disclosure, fraud, or insider threat and report to the Government Security Committee and DCSA as required. • Conduct first-, third-, and sixth-month compliance, training, program-maturation, and stakeholder objectives.

🎯 Requirements

• 8+ years of experience as a Facility Security Officer or substantially similar industrial-security role in a cleared defense-contractor environment • Deep working knowledge of NISPOM (32 CFR Part 117), DAAPM/Risk Management Framework, and DCSA oversight processes • Experience managing or supporting FOCI mitigation instruments, including Proxy Agreements, Security Control Agreements, or Special Security Agreements • Proficiency with JPAS, DISS, and eQIP/SF-86 processing • Active U.S. Government security clearance; Top Secret required • Ability to obtain and maintain the clearance level required for the role • Ability to operate independently and enforce compliance boundaries • Bachelor’s degree in a related field or equivalent combination of education and experience • Experience in a FOCI-mitigated environment at a commercial software or technology company, particularly with active DCSA oversight • Proficiency using AI tools such as Claude, Gemini, ChatGPT, or Copilot for business challenges and workflow improvements • Familiarity with ITAR/EAR export-control compliance for software and SaaS products • Industrial Security Professional (ISP) or similar certification • Experience managing COMSEC accounts or working in a multi-facility environment
