📋 Description

• Design, develop, and maintain enterprise web applications, including modernizing legacy Classic ASP modules to .NET Core MVC • Work within a DevSecOps/Agile framework across the full SDLC, including two-week sprint cycles • Build and maintain front-end and back-end components in C# and JavaScript connected to an Oracle 19c database • Perform code reviews, security scans, and vulnerability remediation using ACAS/SCAP, DISA STIG Viewer, and eMASS • Develop and maintain RMF authorization package documentation and manage the system authorization boundary • Develop and manage POA&Ms for identified vulnerabilities and meet remediation timelines • Support application migration to the USACE CWBI Cloud environment, including hardened images and microservices where feasible • Support inventory, documentation, and governance of AI/ML systems and datasets under DoD principles • Develop and maintain DoDAF-compliant system architecture diagrams and technical documentation • Participate in requirements analysis, sprint planning, and release demonstrations for Government stakeholders

🎯 Requirements

• U.S. Citizenship required • Minimum active Tier 1 (or higher) federal background investigation, favorably adjudicated, prior to start • Bachelor's degree in Computer Science, Software Engineering, or related field, or equivalent experience • Minimum 5 years of full-stack or application development experience • Proficiency in C# and JavaScript, with experience in .NET Core MVC • Experience modernizing legacy code such as Classic ASP to modern frameworks • Expert knowledge of Oracle database administration, tuning, and complex query development • Working knowledge of Agile/DevSecOps methodologies • Familiarity with secure coding practices and DoD STIGs • Demonstrated experience with RMF authorization packages and eMASS • CompTIA Security+ or DoD-approved equivalent required within six months of contract start • Experience with cloud architecture and migration, preferably AWS GovCloud • Federal government or DoD application development background preferred • Experience implementing or documenting AI/ML solutions under DoD governance frameworks preferred • Experience with GitHub Enterprise and modern DevSecOps toolchains preferred • CISSP or EC-Council Certified DevSecOps Engineer preferred for senior/lead roles
