📋 Description

• Support the HIGLAS program with CMS as part of the Application Configuration team • Serve as a technical SME for release automation and orchestration across an Oracle-centric technology stack • Build and maintain automated deployment pipelines for Oracle-based applications • Design pipeline-driven deployment steps handling packaging, dependencies, and promotion requirements • Partner with Oracle EBS, BI/reporting, identity, integration, and other application teams • Bridge siloed application teams and unified automated release processes • Automate environment cloning, synchronization, and refresh activities • Establish and enforce standardized, auditable deployment processes • Maintain deployment documentation and train team members • Provide technical support for emergency changes, off-hours deployments, and toolsets • Lead code migration automation from development through production for applications and infrastructure • Contribute to the DevSecOps roadmap and continuous improvement of tools and processes • Coach teams migrating from legacy deployment processes to pipeline-based structures • Embed security controls, scanning, and compliance checks into pipelines • Ensure traceability, auditability, and policy enforcement in every pipeline • Administer and optimize FlexDeploy • Administer and enhance GitLab repositories, branching strategies, merge controls, conflict detection, and remediation • Expand automation coverage to reduce manual touchpoints and shorten cycle time • Govern the toolchain for program and policy compliance • Define 3–5 execution-level KPIs for pipeline health and anomaly identification • Communicate progress through clear, data-backed reporting

🎯 Requirements

• Bachelor's degree in Computer Science, Software Engineering, Information Systems, or related field or equivalent hands-on experience • 5+ years of hands-on Oracle development experience in Oracle EBS or comparable large-scale Oracle application environments • Experience with PL/SQL, Oracle Forms/Reports, Oracle Application Framework, and Workflow • Experience with FlexDeploy or comparable enterprise release orchestration tooling • Experience with GitLab, including branching/merging strategy design and automation trigger configuration • Experience with Jenkins and GitLab CI • Experience with Ansible and Shell scripting • Experience with Oracle Cloud Integration or comparable technology • Working knowledge of packaging, dependency, and promotion requirements for BI Publisher, Connect Direct, Database Deployments, ODI, OHS, Oracle SOA Suite, OSB, BR100 documentation/deployment, and WebLogic • Experience with environment cloning, configuration management, and release governance at scale across multi-layer Oracle application stacks • Ability to apply Oracle development experience to automating build/deploy processes for applications and layers outside one's direct coding background • Excellent written and verbal communication skills • Strong problem-solving and troubleshooting ability • Participation in after-hours and weekend support as part of an on-call rotation • Ability to pass CMS background check • Must have resided in the US for at least 3 of the last 5 years to obtain a Public Trust • Preferred: AI-driven automation toolchain or release workflow experience • Preferred: Experience with OID, OAM, OIM, IBM ACE, IBM CMOD, IBM ITX, Incorta, OBIEE/OAS, Hyperion, Tableau, or Oracle Letters • Preferred: Background in regulated or highly controlled environments • Preferred: Familiarity with compliance frameworks and audit support processes • Preferred: Continuous testing principles and UFT/QPT or similar products • Preferred: Agile and ITIL practices, including ServiceNow • Preferred: ITIL Foundation certification v3 or higher
