📋 Description

• Provide technical leadership and hands-on software development support for the U.S. Navy’s Total Force Manpower Management System (TFMMS) • Design, develop, enhance, and sustain enterprise web applications for manpower and organizational management • Implement software updates, defect corrections, and enhancements while maintaining stability across development, test, and production environments • Develop and maintain components using Java, JSF, PL/SQL, JavaScript, HTML5, and Docker Desktop • Perform integration, validation, and regression testing across dependent systems and interfaces • Apply secure coding practices and remediate vulnerabilities found through scans and security reviews • Troubleshoot and resolve application issues to maintain availability and performance • Maintain source code and technical artifacts using Government-approved configuration management tools • Collaborate with engineers, cybersecurity personnel, testers, and functional stakeholders • Participate in Agile planning, demonstrations, and iterative delivery • Support deployments and post-deployment verification • Follow Department of Defense and U.S. Navy security, access control, and data handling requirements

🎯 Requirements

• Self-motivated, detail-oriented, with good oral and written communication skills • Demonstrated experience developing and sustaining enterprise-scale software applications • Hands-on experience with database-driven web applications, preferably in Oracle-based environments • Experience supporting applications operating in secure Government environments • Experience using database migration tools such as Flyway or Liquibase • Certifications may be required in line with DoDD 8140, such as Network+ CE, Security+ CE, or CASP CE • Required developer, system, or privileged-access certifications necessary to perform assigned duties • Bachelor’s degree in any technical or managerial discipline is preferred • A minimum of eight (8) years of professional experience desired • Must be a U.S. Citizen • A background investigation at the T3 level is required • Must be able to support Central Time hours (8:00AM–4:00 PM) • Ability to perform repetitive motions with the hands, wrists, and fingers • Ability to engage in and follow audible communications in emergency situations • Ability to sit for prolonged periods at a desk and work on a computer
